Hon. Paran Umar Tarawally was born on 9th January 1976 in Bo District. He is a Sierra Leonean by birth and speaks English, madingo, mende and krio fluently. He started Schooling at the united Methodist primary school in koidu, entered government secondary school, Bo later Albert Academy, Freetown where he completed his secondary education. He was admitted to college in 1996 and left in 2006. He skilled in Microsoft word excel power point, publisher and internet. He is an experienced human rights and peace practitioner, paralegal advisor, detention specialist of fourteen years repute in facilitation monitoring and reporting on detention condition s in Sierra Leone ‘s correctional centres and other penitential institutions. He has several years of project management experience with specific emphasis on the right based approach.
Committed to providing quality service and organizational performance, service-focused, flexible, competent, and capable of adapting new concepts by a solid work history and credentials. He is married with four daughters.

Duties include:
· Serves as a member of the Senior Management Team (SMT) of Child Fund Sierra Leone National Office with responsibility for overseeing and supporting the operations of local partners in their operational area to implement child-focused programmers.

· Efficient implementation of monitoring and Evaluation throughout programme activities in the Region: ensure that Programme Staff use information derived from Monthly Progress Reports to take critical decision in the field; Ensure affirmative action and adherence of staff and volunteers to feedbacks provided on programmatic issues; Monitor Field Officers interaction with Volunteer’s Monthly Progress Reports and Support provided on critical emerging issues; Monitor and audit Data generated from Field by Volunteers; Ensure that Field Officers keep proper filing systems of all M&E documents collected from Volunteers; Quality reports generated and submitted on time to M&E Unit;
· Effectively manage DFID and UNICEF Programmes budgets at regional office level: prudent management of budgets and ensuring a minimum of at least +-5% over or under spent; Serves as budget holder for the region; Authorize all expenditure for the region; Report on monthly income and expenditure using the budget monitoring template; Ensure compliance to find protocols at all levels in the region; Conduct weekly and on the spot cash count and audit of regional office finances; make sure funds requested are spent within the given time span; Ensure that staff are requesting and retiring floats in line with agreed timelines; Prepare and submit monthly budget projections based on approved Annual budget for the region; Support the Assistant Finance & Admin Coordinator rollout finance and admin policies throughout regional programmes.
· Effectively manage programme activities in the region: Ensure that regional office and district offices in Kono, Kailahun, Kenema and Tonkolili are running effectively reflective staff duties and responsibilities; Regional monthly staff meetings are organized to discuss and advice on program interventions; Ensure programmes activities are sustainable in communities; All placements visited monthly and volunteers and support structures supported; Ensure that all community structures are set up, capacitated and functioning effectively; Lead the recruitment, training and deployment of 80 volunteer peer Education; Design training manuals on sexual reproductive health and life skills for volunteers trainings and other community trainings;

2006-2010 PROGRAMME SUPERVISOR (ACCESS TO JUSTICE)
Duties include:
· Provide technical support to the Access to Justice Component of Peace and Security Programme: This includes coaching and mentoring paralegals and other community support structures; Producing abridged versions of legal reference materials; writing policy briefs;
· Provide human resource support to a cadre of 21 paralegals and 11 animators: this entails line management and performance management meetings with all staff; Conducting mid-term and annual performance appraisal of staff; Lead the recruitment, induction and deployment of paralegals
· Design and accompany the Component’s M&E framework: this includes designing monitoring tools, reporting guidelines, training staff on the use of tools, tracking progress towards impact on six monthly basis, writing and submitting quarterly progress report to the Regional Director, and six monthly report to Christian Aid, UK (Donor)
· Designing and running trainings for paralegals, animators and community structures on various aspects of law and rights including gender and the three Gender Acts, child protection, customary laws and practices, and alternative dispute resolution.
