Standing Orders Committee

    1.     committee consisting of Mr. Speaker as Chairman,the Deputy Speaker, who may take the Chair in the absence of Mr. Speaker, the Majority and Minority Party Leaders of the House, and four other Members to be nominated by the Committee of  Selection as soon as may be after the commencement of each session.

    (b) If a notice of motion involves any proposal for the amendment of Standing 

    Orders, the notice shall be accompanied by a draft  of the proposed amendment, and the motion when proposed and seconded shall stand referred, without any question being proposed thereon, to the Standing Orders Committee, and no further proceedings shall be taken on any such motion until the Standing Orders Committee has reported on the merits of such proposals and recommended that they be considered by the House. 

    a.                  perusal with a view to recommending to the plenary reforms related to changing circumstances and developments in thebusiness of the House.

    b.      The quorum of the Standing Orders Committee shall be Mr. Speaker or 

    the Deputy Speaker and three Members.
